Energy UK response to Heat Networks regulation: regular data reporting guidance

Energy UK welcomes Ofgem’s work on the development of data reporting alongside the introduction of regulations and welcomes this concise guidance, which will help to drive regulatory compliance and support industry to deliver uniform and consistent data. It is critical, however, that Ofgem takes a risk-based approach to data reporting requirements, and any steps to increase the scale of reporting are based on evidence of consumer detriment. Ofgem should ensure data reporting is not excessive and does not lead to unjustified increased costs to the consumer or hinder the heat network’s investment opportunities and competitiveness.  

Energy UK would also welcome an iterative approach to the introduction of regular data reporting to give time for administrative and software capacity to be fully established and adapted to the introduction of the regulations. Ofgem should ensure engage with industry to ensure data reporting remains proportionate, productive and realistic to support industry compliance.
