Energy UK response to Ofgem – Call for input on Demand Connections Reform

Energy UK welcomes the focus from Ofgem, NESO, and the Government on reforming the demand queue and would note the following core positions.

  • Ofgem must work alongside the Government and NESO in the coordination of reform timelines across workstreams to ensure that changes to prioritisation of connections are aligned with wider policy aims, such as those within the Industrial Strategy.
  • Ofgem should clarify the legislative, regulatory, and licence conditions that would enable discriminatory treatment of connecting parties, and where reforms would be required to enable such action based on project type.
  • Ofgem must define the ideal outcomes and set clear metrics for success regarding the impact on the existing and future queues. Ofgem should also set out clear timelines for this work.
  • Ofgem should ensure that reforms protect conventional/local demand from theimpacts of speculative large loads.
