Energy UK response to second consultation on the implementation of the energy code reform

Executive Summary

Energy UK overall supports the majority of the proposals set out in this consultation
on implementing code reform.

Nonetheless, there are outstanding areas of concern regarding area like term limits,
workgroup formation, the process for modification and alternative modification
proposals and clarity on the exact actions stakeholders need to take to prepare for
the implementation of code reform.

Across these areas, a recurring theme is the significant amount of power that the
proposals indicate would be given to Code Managers, once selected. We stress the
need for Ofgem to play an active oversight role in the reformed code process,
including implementation and to ensure stakeholders and the Stakeholder Advisory
Forums are given sufficient powers of input and recourse in the new regime.
