A bold vision for the future of energy in Scotland

Scotland has always powered change. From the coal and shipbuilding of the industrial age to the offshore energy revolution in the North Sea, it has led the way in transforming how Britain is powered.

Energy will be a defining issue at the 2026 Scottish elections. Too many households already face some of the highest bills in the UK, even as renewables are being built around them. Jobs are being created in their thousands, but traditional industries feel as though they are being left behind. A successful transition must deliver for people, not just for the system.

The potential is enormous. Renewable energy projects in the Highlands and Islands alone could account for around £75 billion of the £100 billion in total potential investment value by 2040. The foundations are there, but clear leadership, joined-up delivery, and genuine partnership between governments, regulators, and industry are needed to build on them.

This report sets out Energy UK’s bold vision for making that happen, spanning five areas: affordable and warm buildings fit for the future, building the workforce of the future, scaling up renewable energy and supply chains, investing in nuclear and carbon capture technologies, and modernising planning and infrastructure. With the right decisions taken now, Scotland can remain the powerhouse of the UK’s energy system, driving growth, strengthening security, and delivering a cleaner, fairer energy future for everyone.
